Russia Vetoes UN Anti-Iran Resolution on Yemen

The UN Security Council resolution, in which Iran has been named as an accomplice to the missile strikes of Yemeni rebels against Saudi Arabia, has been blocked by Russian Federation, the news agencies reported.

Immediately after the resolution was vetoed, the council unanimously passed a resolution drafted by Russian Federation to extend the arms embargo on the Yemeni rebels for another year.

In the vote on the UK-drafted text, 11 members of the council were in favor, Russian Federation and Bolivia were against, and China and Kazakhstan abstained. Negotiations were continuing on Sunday.

The report by a United Nations panel of experts in January concluded that Iran was in violation after finding that missiles fired by the Huthis at Saudi Arabia past year were made in Iran. It comes after Russian Federation vetoed a rival resolution that blamed Iran for fueling the conflict there.

Britain and other states wanted to include in the initial draft text of the resolution a condemnation of Iran for violating an arms embargo on Houthis. The council would express "its intention to take additional measures to address these violations", according to the British-drafted text.

The experts examined missile remnants fired into Saudi Arabia by the Houthis a year ago and said many "are consistent with those of the Iranian designed and manufactured Qiam-1 missile".

Defending the purely technical proposal, that omits any mention of Iran and extends sanctions up to February, 2019, Nebenzia said that its "apolitical" nature is what is necessary to achieve the much-needed unity at the UNSC.

A council resolution needs nine votes in favor and no vetoes by Russia, China, the United States, France or Britain to pass.

The US had repeatedly called for the imposition of a renewed embargo on Iran, claiming it was sending Iranian manufactured missiles to Iranian-backed Houthi rebels in Yemen.

A Saudi-led coalition supporting Yemen's government has been fighting the Houthis since 2015 in a war that has led to what the United Nations describes as the world's worst humanitarian crisis.

A proxy war is playing out in Yemen between Iran and U.S. ally Saudi Arabia.

US Ambassador Nikki Haley released a statement accusing Russian Federation of shielding Iran and warned the United States would consider other ways to take action against Tehran. In his words, Iran has to take responsibility for its actions. The United Nations says that some three thirds of the Yemeni population or 22.2 mln people are in need of assistance.
