Trump Administration Wants To Decide What Food SNAP Recipients Will Get

Larry Jackson, a 48 year-old father of three in Las Vegas, wants President Donald Trump to know that his proposal to cut and replace food stamps with a home-delivered food box is a "terrible idea".

Mick Mulvaney, director of the Office of Management and Budget, said the newly proposed plan would resemble a "Blue Apron-type programme".

About 1.4 million people in North Carolina use food stamps, a federal program under the U.S. Department of Agriculture.

The food box would contain American-produced "staple, shelf-stable foods", including shelf-stable milk, juice, grains, cereals, pasta, peanut butter, beans, canned meat, poultry or fish, and canned fruits and vegetables.

A spokeswoman for House agriculture committee Chairman Mike Conaway, R-Texas, said the committee has held 21 hearings and invited 80 experts to speak about SNAP in its preparations of the forthcoming farm bill, and the idea of a food box was not once discussed.

The budget includes the proposal as part of a complete revamp of the SNAP, or the Supplemental Nutrition Assistance Program, which now provides low-income families with electronic benefits that can be used to purchase groceries at authorized retailers. It would affect households that receive at least $90 a month in food stamps, or roughly 38 million people.

The USDA's 2019 Budget Summary notes that the majority of the agency's proposed $140 billion budget for 2019 would go towards nutrition assistance programs, which are required under federal law and not funded through congressional appropriations.

The budget proposals come as the administration sets its sights on a welfare overhaul. Gundersen said people will leave the program as a result of the shift. "Imagine someone leaving prison with a felony conviction on their record; they might find it more hard to find steady employment than someone else". He said despite having numerous hearings on SNAP, Monday's budget was the first time he'd heard of the food box proposal.

Wilson says that change would impact food banks because they are already providing food to so many families in need.

FBI Director Christopher Wray said the FBI had followed protocol in performing background checks for a security clearance in the case of former White House staff secretary Rob Porter, who resigned last week amid allegations of domestic abuse by two former wives.

"It's clear the SNAP program needs to be improved". Almost two-thirds were under 18, over 60 or disabled, according to the USDA. "You gotta have that", said Hoegler.

"Congresswoman Stefanik is concerned that this plan would not provide those in need with the resources they need", he said.
