No, the company that used to be famous for making games instead of selling them didn't announced Portal 3, but it did announce Bridge Constructor Portal.

Bridge Constructor: Portal is a collaboration between Bridge Constructor developer ClockStone Software and Valve. This will be the first Portal-related game that has been released for mobile platforms. I honestly couldn't tell you. You can pick up the bundle on Steam for $30, although it's often on sale for far less than that. In it, players construct spans and supports to allow traffic to flow from one part of the level to another.
